Most of the time a visitor log is a convenience. In an emergency, it's a safety-critical document. When an alarm sounds, the marshal at the assembly point needs one thing fast: an accurate list of everyone who is still inside — employees, yes, but also the visitors, contractors and vendors who don't appear on any payroll or access-card report.
Why visitors are the blind spot
Staff are usually accounted for through HR or access systems. Visitors are the gap. A contractor in a plant room, an auditor in a meeting room, a delivery driver at the dock — if they signed a paper book at the gate, that book is often exactly where you can't reach it when the building is being evacuated.
